English Councils Plan to Dispose of Social Clubs and Sports Centres to Manage Finances

Based on a recent poll of local authorities, English councils are preparing to offload community centers, sports centres, and retail spaces as they bet on a rapid disposal of properties to balance the books.

Growing Fiscal Challenges Drive Asset Sales

The Key Cities Group for major urban areas in England stated that six out of ten of councils are planning to dispose of properties to meet the rising costs of social services for vulnerable individuals.

Councils have in the past faced criticism for disposing of playing fields and open spaces to support their finances, but they contend they must continue to generate essential revenue from asset sales or face insolvency.

This coalition said that a significant number of authorities seeking to generate funds from a quick sale of assets marked “a distinct shift from 2024, when the largest share (six in ten) of municipal officials said they would prioritise service redesigns and utilising savings to manage increasing financial challenges.”

Detailed Examples of Planned Disposals

Medway Council in Kent said its asset disposal plan featured the disposal of a retail complex in Rainham and a community venue in another town to generate £20m over the next half-decade.

  • Gillingham golf club and business parks held in Worcestershire and Suffolk, which all generate rent for the authority, will additionally be sold under the plan.

Local Levy Rises and Broader Fiscal Strains

This research of councils in the coalition, which includes several urban centers, further found that more than 70% of authorities will have to raise local levies next April to address the rising cost of essential services, increased rates of homelessness, and a longstanding housing shortage.

Medway council said it will press ahead with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are adopting creative strategies but some of these take time to deliver both better provisions and cost efficiency,” stated Vince Maple.

He continued: “We face demographic pressures which will persist to add to the strains we have. As a local government body, we had a drastic reduction in our central funding from 2010-24, which is very challenging.”

National Patterns and Projections

Research of county councils recently also found council budgets being strained by the growing number of children and older individuals requiring special educational assistance.

A network of councils projected that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they struggle to manage increased demand.

Government officials have put off scheduled changes to the Send system until next year after a white paper setting out those changes was recently delayed.

Deprivation and Financial Shortfalls

According to the latest indices of deprivation (IMD) for UK local authorities, several participating urban areas were included in the most deprived in England.

  • “Member cities like several major towns place in the top 30 across the country under the latest deprivation indices,” noted the report.

“While only a single urban area is in the top 10 for deprived neighbourhoods nationally, cities are much more prone to be in the worst-off 20% of England. The figures highlights the scale of difficulties confronting municipal officials across major urban centers in the coming year,” the analysis concluded.

“Local government leaders have been explicit about the need for a equitable and lasting financial structure that reflects and responds to the real levels of deprivation and demand,” stated a council leader.

“Lacking this, local authorities will continue to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the detriment of their residents.”

One in five of local authorities have cut or compromised social care provision in the last year, the survey revealed.
